Missouri splits the process between two agencies: the Missouri State Highway Patrol gives the tests and the Department of Revenue issues the permit and license. Written tests are taken at any Highway Patrol driver examination station; the skills test is by appointment only at designated Highway Patrol CDL test sites or with a certified third-party tester. After passing, take the results to a Department of Revenue license office to be issued the CDL.
