The skills test is taken at a DMV-approved third-party testing facility (the DMV publishes a map and list), after the 14-calendar-day CLP holding period and ELDT. The CDL written test is booked as a "CDL Written Test" appointment at a state driver license office. After passing the skills test you make a "First Time" appointment at a driver license office to be issued the CDL.
